To the Editor: Daniel Callahan is correct when, in “Rationing: Theory, Politics, and Passions”, he tells us that the combination of ever-rising medical costs and ever-increasing demand for expensive resources by physicians and their patients will—in the absence of any workable, generally acceptable mode of official rationing—lead to covert rationing. Or, more precisely, it will encourage us to extend the covert rationing that already exists, where those with more get more. As things stand now, this is unavoidable. However..

There has often been criticism of the use which was made by certain sociologists toward the beginning of the century (Lévy-Bruhl in particular) of the adjective “primitive” to characterize the level of culture of peoples whom we formerly called “savage.” The term “archaic” perhaps creates fewer difficulties, but its etymology nevertheless involves the inconvenience of intimating that the societies in question might be closer to the origins than ours. Certain anthropologists, attempting to find an objective criterion which would permit us (...) to draw a line of demarcation between the so-called primitives and ourselves, use the term “peoples without writing” to designate the former—that is, they refer to a technique. It is true that there might be good grounds for specifying this criterion. Indeed, graphic representation can consist of rudimentary signs such as one sees on the messagesticks of the Australians or in the sketched stories, such as those with which the North American Indian covered animal skins. We can speak of writing from the moment that definite characters of precise conventional meaning appear; but from the pictogram to the abstract sign there are still many transitions. For example, in the pre-Columbian epoch, the writing system of the Aztecs “constituted a compromise between the ideogram, phonetism, and simple drawing.” Egyptian hieroglyphics were not yet totally freed from their pictographic origins. In the evolution which led to our modern system, the first step was taken when syllabic representation was adopted. But writing ceased to be reserved for specialists and truly became a widespread institution when the alphabet was invented; and that discovery, made no doubt toward the year 1800 b.c. by the Semitic peoples, came more than three thousand years after the first step. In general, the term “peoples without writing” does not in itself specify that it must be understood as meaning “peoples without an alphabet”; thus there is some doubt about civilizations like that of the Aztecs, endowed with a rather elaborate pictographic system. There would be good reason, moreover, to ask ourselves if the technique of writing really constitutes a reliable criterion for establishing a distinction between societies which stagnate in archaism and those which open up to history. Certain writers, such as Marcel Griaule or M. Gurvitch, would be inclined to refute it and to seek other technical criteria, such as the use of machines or reference to creative characteristics. Since 9/11, citizens of all nations have been searching for a democratic public philosophy that provides practical and inspiring answers to the problems of the twenty-first century. Drawing on the wisdom of past and present pragmatist thinkers, Judith M. Green maps a contemporary form of citizenship that emphasizes participation and cooperation and reclaims the critical role of social movements and nongovernmental organizations. Starting with empowering processes of storytelling, truth and reconciliation, and collaborative vision-questing that allow individuals to give voice and (...) new meaning to their loss, anxiety, and hope, Green frames cooperative inquiries to guide transformative actions. From this "second strand" of the democratic experience, leaders and participating citizens can help to shape a more desirable democratic future. In dialogue with Richard Rorty, Judith Butler, James Baldwin, Martin Luther King Jr., Elie Wiesel, Viktor Frankl, Cornel West, and other contemporary thinkers, Green defines the need for deeper understanding and fulfillment of the potentials of the democratic ideal. Drawing insights from Thomas Jefferson, Walt Whitman, William James, John Dewey, Jane Adams, and other earlier thinkers, Green frames a pragmatist understanding of emerging realities and possibilities, growing wells of shared truths, multifaceted histories, and mutually transformative experiences of citizenship. Employing examples from America's complex history and from recent world events, Green locates four sites for effective citizen activism: government at all levels, nonprofit organizations, issue-focused campaigns and social movements, and daily urban living. Green shows how citizens can revive social hope and deepen the democratic experience by drawing on their own knowledge and developing their capabilities through inclusive civic participation. Might time be multi‐dimensional? In exploring this question, this paper uses a thought‐experiment about dimensionality, H. G. Wells' ‘The Plattner Story’. Plattner has his left and right sides transposed after a trip through a fourth spatial dimension, a change with independent empirical consequences. This example is then generalised to reversals of the directions of time and entropy. Finally, this thought‐experiment is related to relativistic theories of time and the possibility of preserving causality in a temporally multi‐dimensional framework.

Sexual dimorphism, symmetry, and coloration in human faces putatively signal information relevant to mate selection and reproduction. Although the independent contributions of these characteristics to judgments of attractiveness are well established, relatively few studies have examined whether individuals prioritize certain features over others. Here, participants (N = 542, 315 female) ranked six sets of facial photographs (3 male, 3 female) by their preference for starting long- and short-term romantic relationships with each person depicted. Composite-based digital transformations were applied such that (...) each image set contained 11 different versions of the same identity. Each photograph in each image set had a unique combination of three traits: sexual dimorphism, symmetry, and color cues to health. Using conjoint analysis to evaluate participants’ ranking decisions, we found that participants prioritized cues to sexual dimorphism over symmetry and color cues to health. Sexual dimorphism was also found to be relatively more important for the evaluation of male faces than for female faces, whereas symmetry and color cues to health were relatively more important for the evaluation of female faces than for male faces. Symmetry and color cues to health were more important for long-term versus short-term evaluations for female faces, but not male faces. Analyses of utility estimates reveal that our data are consistent with research showing that preferences for facial masculinity and femininity in male and female faces vary according to relationship context. These findings are interpreted in the context of previous work examining the influence of these facial attributes on romantic partner perception. (shrink)

Positive public perceptions of academic quality and professional ethics are critical to the long-term legitimacy of American colleges and universities. Faculty codes of conduct are one mechanism whereby the professoriate can define acceptable practice, exercise social control, and maintain public confidence in higher education, yet the drivers of their adoption are not well understood. Building upon previous research into such organizational behavior by institutional type, this study examined the prevalence and content of publicly posted faculty codes of conduct within an (...) organizational field of institutions that share a common religious identity but differ in their institutional types and employment structures. Faculty handbooks from American member institutions of the Council for Christian Colleges & Universities, an international association of faith-based institutions, were gathered and analyzed. Although only 27% of CCCU member institutions in the U.S. publicly posted faculty codes of conduct, the average number of tenets present in each code was higher than suggested by previous research. Study findings also revealed that membership category, institutional type, and employment structures influence the content of faculty codes of conduct, indicating that isomorphic pressures operate within this particular organizational field. The piece concludes by commending publicly posted codes of conduct as an affirmation of the personal responsibility, fairness, and care exercised by ethical professionals in the academy. (shrink)

In response to calls for more research on how to prevent or detect fraud (ACAP, Final Report of the Advisory Committee on the Auditing Profession, United States Department of the Treasury, Washington, DC, 2008 ; AICPA, SAS No. 99: Consideration of Fraud in a Financial Statement Audit, New York, NY, 2002 ; Carcello et al., Working Paper, University of Tennessee, Bentley University and Kennesaw State University, 2008 ; Wells, Journal of Accountancy, 2004 ), we develop a framework that identifies (...) three psychological pathways to fraud, supported by multiple theories relating to moral intuition and disengagement, rationalization, and the role played by negative affect. The purpose of developing the framework is twofold: (1) to draw attention to important yet under-researched aspects of ethical decision-making, and (2) to increase our understanding of the psychology of committing fraud. Our framework builds on the existing fraud triangle (PCAOB, Consideration of fraud in a financial statement audit. AU Section 316, www.pcaobus.org , 2005 ) which is used by auditors to assess fraud risk. The fraud triangle is composed of three factors that, together, predict the likelihood of fraud within an organization: opportunity, incentive/pressure, and attitude/rationalization. We find that, when faced with the opportunity and incentive/pressure, there are three psychological pathways to fraud nestled within attitude/rationalization: (1) lack of awareness, (2) intuition coupled with rationalization, and (3) reasoning. These distinctions are important for fraud prevention because each of these paths is driven by a different psychological mechanism. This framework is useful in a number of ways. First, it identifies certain insidious situational factors in which individuals commit fraud without recognizing it. Second, it extends our knowledge of rationalization by theorizing that individuals use rationalization to avoid or reduce the negative affect that accompanies performing an unethical behavior. Negative affect is important because individuals wish to avoid it. Third, it identifies several other methods fraudsters use to reduce negative affect, each of which could serve as potential “psychological red flags” and helps predict future fraudulent behavior. Finally, our framework can be used as a theoretical foundation to explore several interventions designed to prevent fraud. (shrink)

Beginning in 2002, Wells Fargo began opening fraudulent accounts for unsuspecting customers. Stakeholders at every level either participated in, ignored, or tolerated the bank’s behavior that defrauded consumers on a massive scale. These unethical and well-documented schemes spanned more than a decade. Using public sources, this case recounts the events and ethical lapses that unfolded over the multiyear investigation of the Wells Fargo fraudulent accounts scandal and illuminates the general systemic failures of corporate culture and governance, public regulation, (...) and market responses to promote ethical business practices. This case provides the opportunity to consider what means for fostering ethical conduct might exist if a corporation can be big enough and rich enough that civil, criminal, regulatory, and market forces cannot deter unethical corporate practices, and if the market does not punish the corporation for a culture that promotes fraud. Criticism of ethical review of research continues and research ethics committees (RECs) need to demonstrate that they are “fit for purpose” by meeting acknowledged standards of process, debate and outcome. This paper reports a workshop in Warsaw in April 2008, organised by the European Forum for Good Clinical Practice, on the problems of setting standards for RECs in the European Union. Representatives from 27 countries were invited; 16 were represented. Problems identified were the limited and variable resources, difficulties of setting (...) standards for ethical debate and its outcomes and that REC members, as volunteers, may resent the imposition of standards. Other ways to set standards were discussed, including analysis of current multicentre review, collecting REC member reports for review, learning from appeals and feedback from applicants, and use of other regional and national meetings. The place of a central, national board or ethics committee was debated as was the need for collaborating with partners in other fields. (shrink)
